§ 16. Vacancies in council.

A vacancy in the council shall be filed in accordance with law by a majority vote of the qualified voters from the single-member district or the city at-large, as applicable, except that if the remainder of the unexpired term of the vacated office is twelve (12) months or less, then the council is authorized to fill the unexpired term by appointment or by holding a special election within one hundred fifty (150) days after such vacancy occurs if no appointment is made within thirty (30) days of the vacancy.
