§ 98-286. Payment and agreement required.

(a)

A person making discharges of industrial waste where the discharge contains excessive loadings of BOD or TSS shall pay a user charge to cover the cost of collection and treatment.

(b)

When discharges of industrial waste are approved by the city, the city shall enter into an agreement or arrangement providing:

(1)

The terms of acceptance by the city; and

(2)

Payment by the person making the discharge.
