It shall be unlawful for any person, acting either for himself or as agent, employee,
independent contractor or servant of any other person, to commence to drill, to drill
or to operate any oil or gas well within the regulated area of the city or to work
upon or assist in any way in the drilling, oil or gas operations without a permit
for such activity having first been issued in accordance with this article and other
applicable provisions of the Code.
