Nothing contained in this article shall be deemed to revoke any pipeline permit or
to require the holder of a permit existing on November 12, 1996, to obtain a new permit
or to pay permit or registration fees other than as specified in the permit. An owner
or operator who has a pipeline permit existing on November 12, 1996, shall, however,
be required to comply with all other registration requirements specified in this article.
