(c)
As the terms of office of the individual members terminate, the city council shall, as soon as possible, appoint members and/or confirm the city manager's and/or mayor's appointment to fill such vacancies for the new terms. The council, if interim vacancies occur, shall appoint or confirm the city manager's or mayor's appointment of a successor for the remainder of the term.
