The purpose of this division is to protect the life, health, safety, welfare, and
property of the occupants of multi-family complexes and the general public by establishing
a process to enforce the minimum building standards and to provide equitable and practical
criminal, administrative, and civil remedies for the violation of minimum building
standards and property maintenance codes.
(b)
This division is found to be remedial and essential to the public interest, and it
is intended that this division be liberally construed to effect its purpose.
